As Research Europe readers know, the EU is negotiating “associated country” access to its Horizon Europe R&D programme with Canada and New Zealand. But at present, no one can even agree whose decision it was to limit these negotiations to the programme’s second pillar, focusing on global challenges and industrial competitiveness.
